| Individual Awards | The Government intends to immediately fund up to two awards. However, if additional funding subsequently becomes available, funding of additional awards may be possible at that time. The Government may choose to make award based on the entire proposed solution or on portions of the solution. Following full proposal evaluations, proposals will be categorized according to their funding priority: Category 1 proposals are those that the Government recommends for immediate acquisition with the current available funding. Category 2 proposals are those that the Government recommends for acquisition if additional funding becomes available. Category 3 proposals are those that the Government finds acceptable but does not foresee acquiring due to funding constraints. Category 4 proposals are those that the Government does not recommend for acquisition.

| Instrument Type | The preferred instrument type is fixed amount. This instrument type allows for fixed payable milestones based on the agreed-upon Milestone Payment Schedule proposed by the Offeror. If a fixed-amount instrument type is not reasonable or feasible, upon written justification in the Offeror’s proposal, an expenditure-based instrument type or hybrid instrument type, may be negotiated. An expenditure-based instrument will contain a Milestone Payment Schedule with amounts to be adjusted based on information generated from financial or cost records. Funding arrangements are at the discretion of the Government.
If an expenditure-based model is proposed, the expenditures will be limited to the level on each milestone. Offerors should include a 75% funds expenditure notification. |
| Anticipated Value | Proposals are expected to be bid at a cost commensurate with the level of effort. The Phase I funding amount is not to exceed $750,000 and the Phase II funding amount is not to exceed
$3,850,000. The Government reserves the right to make awards up to any dollar value not exceeding the stated amounts. |
| Period of Performance | 38 months, in accordance with (IAW) Section 2, of the Statement of Objectives (SOO) |
